The regulation then recognises several routes to demonstrating that standard, including conformity to a British Standard or an equivalent specification from another EEA state, or compliance with a specification approved by the regulator.
WRAS Approval is one of those routes, and in commercial practice it is the one merchants, specifiers and water undertakers ask for by name. The distinction matters to an importer for one reason: a product can satisfy Regulation 4 by another recognised route, but if your customer’s spec says “WRAS Approved” then a technically compliant alternative will still be rejected at goods-in. You are not usually arguing with the law. You are arguing with a purchase specification, and that argument is one you lose.
Three instruments, not one
The United Kingdom is not a single regulatory territory for this purpose. If you ship to more than one region — and most wholesalers reading this ship to three — the certification question is really a routing question. The same PPR or HDPE line can need different evidence per destination, and buying the wrong evidence is a pure loss: you pay for a test programme that the receiving authority does not care about, and you still cannot clear the goods.

Why CE marking does not answer this question
CE marking appears on a lot of Chinese pipe documentation and it is frequently offered as though it settles the drinking-water question. It does not.
CE marking under the construction products regime addresses declared performance characteristics against a harmonised specification; it is a different legal instrument from a potable-water approval, and no UK, North American or Australian authority treats it as a substitute for the schemes above. Treat a CE document as evidence about the things it actually declares, and keep asking for the water approval separately. Continental European buyers face a further layer again under the EU Drinking Water Directive and its positive lists.
The reciprocity answer
Neither approval automatically satisfies the other’s jurisdiction. Regulation 4 recognises several demonstration routes for UK compliance, but an NSF/ANSI/CAN 61 listing is not among the routes it names, and in any case your British customer’s specification will usually ask for the WRAS mark by name.
In the other direction, a WRAS approval carries no standing with a North American authority having jurisdiction, whose code references NSF/ANSI/CAN 61. This is the section that saves money. Materials listings are narrower than they look
On the NSF side the equivalent trap is the material-versus-product distinction, and the listings database states the rule in its own header: unless otherwise indicated for materials, certification is only for the water contact material shown in the listing. A resin or compound listing therefore evidences something about the raw material, not about the moulded fitting you are buying, its geometry, or the factory that produced it. The same distinction decides which certifications actually establish that PEX is safe for drinking water.
When a supplier answers a product question with a material certificate, that is not necessarily dishonesty — but it is not an answer either, and you should say so and ask again.
Check the Number, Not the PDF
A PDF is a file. Anyone can edit one, and the certifying bodies know it: NSF carries a standing alert on its public listings that it is concerned about fraudulent downloading and manipulation of website text, and directs users to confirm information against the live database. That is the issuing body telling you, in its own words, not to trust the document you were sent. Take the advice.

Reading a WRAS number
WRAS approval numbers changed length, and the new format is quietly useful. Numbers increased from seven digits to nine for all new product and material approvals granted after 1 January 2024, structured as YY MM XXXXX: the first two digits are the year the approval was granted, the next two the month, and the final five a unique identifier.
Because a Fitting Approval expires five years after the grant date, a nine-digit number is a date stamp you can act on. What Certification Costs Your Supplier, and Why It Shapes What He Certifies

Buyers get frustrated when a factory holds approval on part of its range and not the part they want. The behaviour is rational once you can see the cost structure, and the cost structure is published. From 1 April 2026 WRAS charges product approval applications at one of three levels determined by the Approval Directory section the product falls into: £435, £478 or £522 for the 2026/27 tariff year, for a new or renewal application, exclusive of VAT.

Those numbers are the small half of the bill. If you are building your own brand on someone else’s factory, there is a formal route and you should use it. That link is also the risk. A secondary approval rests on the primary staying alive, and the primary expires five years after grant unless the product is retested. If your manufacturer decides the retest is not worth it — he has moved on, the tooling changed, the volume went elsewhere — your branded product loses its approval status through a decision you were not part of and may not hear about. Diarise the primary’s expiry, not just your own paperwork, and ask each year whether the retest is booked.
What to Ask Any Supplier, Including Us

“We are WRAS and NSF certified” is not an answer to any question. It names two schemes without naming a product, a size, a number or a date, and a buyer who accepts it has verified nothing. Here is what to send instead. Every item is answerable in one line by a supplier who actually holds what he claims, and the pattern of the reply tells you as much as the content.
- The number: the approval or listing number itself, for the specific product, so it can be searched in the public directory.
- The holder: the legal entity named on the certificate, and if it is not you, whether a secondary approval is in place.
- The scope line: the models, sizes and maximum operating parameters as written on the document — not a summary of them.
- The dates: grant date and expiry, and for anything approaching five years, whether the retest is booked.
- The notes: the Installation Requirement Notes attached to the listing, so you can check them against your customer’s application.
- The gap: which items on your quotation are not covered, and what it would take to cover them. A supplier who volunteers this is worth more than one who does not.
